Transnational Access

Transnational Access to the ECCSEL Research Infrastructure: Third Call for Proposals for free access* financed by the EU HORIZON 2020 programme is open.

ECCSEL has established and provides access to a world class research infrastructure (RI) in Europe for CO2 capture, transport and storage (CCS) technologies research.

Mission of ECCSEL: “Opening access for researchers to a top quality European RI, devoted to next generation CCS technologies in an efficient and structured way, to help enabling low to zero CO2 emissions from industry and power generation to combat global climate change.

”The ECCSEL consortium teams up selected Centres of Excellence on Carbon Capture, Transport and Storage research (CCS) from 9 countries across Europe. 14 partners are part of this project: Project Leader NTNU (Norway), PGI-NRI (Poland), SOTACARBO (Italy), TNO (The Netherlands), OGS (Italy), ETH Zurich (Switzerland), BGS (United Kingdom), SINTEF Energy (Norway), GIG (Poland), SINTEF (Norway), CERTH (Greece), SINTEF Petroleum (Norway), CIUDEN (Spain) and BRGM (France)."

The current implementation of ECCSEL is supported with funding from the European Union’s HORIZON 2020 programme.

The third call for applications is now open!

The call will stay open until June 2017 (or until TA budget has been used up). Applications will be reviewed monthly with the first cut-off date being the 31st January 2017.

Research projects must be completed by mid-August 2017 and costs reported by end of August.

Please note that we have one access available per facility (listed below) under this call. Once a facility has been used it will be taken of the list of available facilities with EU sponsored access.

Early application is advisable.

 

General Information

The ECCSEL Horizon 2020 Infradev-3 project provides funding for a Transnational Access (TA) program that offers access to 44 research facilities which are part of the ECCSEL CCS RI in Europe.
 

Over a 2 year period will there be 3 open TA calls for research projects to apply for Transnational Access. TA calls are anticipated for end January 2016, June/July 2016 and November/December 2016.

Transnational Access offered by the participating research facilities within ECCSEL includes:

  • Free access for eligible users / user groups to research facilities
  • Support for travel, accomodation for 1 user per research project and for logistics
  • Free access to information and data in the public domain held at the ECCSEL Research Infrastructure's facility
For each research project, up to € 500 is granted for travel and up to € 100 is available for 1 researcher per day spent at the visited facility for accomodation and food (receipts need to be provided).
A list of included facilities and the duration for which funds are available for a research project is listed below.

INCLUDED FACILITIES and ACCESS PROVIDED

For each facility is access available for 1 user for 1 project. Typically access duration for a project is access unit MULTIPLIED by unit quantity.

GENERAL ELIGIBILITY RULES

Access is free for users from EU Member States, EU Associated States or Developing Countries with proposal/-s approved for funding as long as the results can be made public. User Groups can apply for transnational access in case they meet following conditions:

(a) Access for user groups with a majority of users not working in a EU or associated country is limited to 20% of the total amount of units of access provided under the grant (the User Group Leader and the majority of the User Group members work in an institution/SME established in a Member State of the European Union or an EU Associated State*.

* Associated States (Version December 2015): Iceland, Norway, Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, Serbia, Turkey, Israel, Moldova, Switzerland (partial association)
Faroe Islands, Ukraine.

(b) the User Group Leader and the majority of the User Group members work in an institution / SME located in a country other than the country where the legal entity operating the infrastructure is established.

(c) only User Groups that are entitled to disseminate th­­­e results they have generated under the project are eligible to benefit from access free of charge to the infrastructure.

SELECTION OF THE USER GROUPS

Access is granted on the basis of proposals which will be reviewed and evaluated by a panel of international experts (Peer Review Panel) recognised for their expertise in the field of CCS, some of which are independent from the ECCSEL partners.

The selection is based on a number of criteria of which the scientific quality of the applicants ranks high.

USERS RESPONSIBILITIES

Soon after the access to the infrastructure, to enable the European Commission to evaluate the Research Infrastructure's participation, each User Group Leader of a supported user-project is requested to: 

  • Provide to the concerned access Research Infrastructure, a Project Summary Report (PSR) highlighting the scientific output of the access received (preferably with one/two images). This PSR includes the names of the concerned Research Infrastructure and Facility and its researchers / technology experts involved. It may be published on the ECCSEL website and will be made available to the European Commission.
  • Complete the User Group Questionnaire available on-line at https://ec.europa.eu/eusurvey/runner/RIsurveyUSERS
  • Publish the results within a reasonable time in the open literature, specifying that the project leading to the publication has received funding from the European Horizon 2020 Programme: "Financial support by the Access to Research Infrastructures activity in the Horizon 2020 Programme of the EU (ECCSEL INFRADEV-3 Grant Agreement n. 654028) is gratefully acknowledged"

Users should also note that the European Commission has the right to publish the list of users, that will contain their names, home institutions and description of the work.

GLOSSARY

Access provider: The ECCSEL participant that is in charge of providing access to the infrastructure/s or installation/s,
Infrastructure: A facility, a resource (or a coherent set of them) together with the related services, that are used by the scientific community to conduct research,
Installation: A part of a (research) infrastructure that could be used independently from the rest,
User: A researcher within a User Group, including the User Group Leader,
User Group : A research team of one or more researchers given access to the infrastructure under the project. A User Group is led by a user User Group Leader.
